The Imperial Star Navy - as an institution of the Romulan Star Command - is structured around direct, effective, quality leadership rather than bureaucratic disorganisation as seen elsewhere. Our austere yet empirical system allows for all members to achieve the results that they yearn to achieve without being subjected to a mass of regulation and unneccessary systems. Being efficient, productive and responsible are basic characteristics of the Imperial Star Navy leadership and its command structure.


LEADERSHIP ELEMENTS
IMPERIAL SENATE: The Imperial Senate decides policy and charts the future of the Romulan Star Command as a whole. Senators are among the most powerful and influential members whom continually further policy while seeking greater glory for the fleet. As the guardian of the Romulan Star Command and acting as its conscience, the Imperial Senate maintains complete control over the appropriation of the fleets’s resources, determines and executes foreign policy, and assumes direct control over the Imperial Star Navy in times of conflict.
DIVISION CO: The Commanding Officer of the Imperial Star Navy has ultimate responsibility over the day to day operations of the Division utilising all available resources in order to fulfill the wider vision of the Romulan Star Command. The Commanding Officer has considerable authority, duties and powers as one of the most capable members of the Romulan Star Command.
DIVISION XO: The Executive Officer of the Imperial Star Navy is the second-in-command, typically responsible for management of day-to-day operations, freeing the Commanding Officer to set broader short-term strategies in pursuit of accomplishing the aims and objectives set by the Imperial Senate.

In most organisations, goals are central to command level strategic decisions. Our vision for the Imperial Star Navy is a projection of what we want to achieve in the future. Ambitious, inspiring and motivational; the Navy's objectives reflect its long-term aims and mission.

Etiquette
Adverse to other organisations, the Romulan Star Command does not provide its membership with an excessive list of rules and regulations that are frequently broken and easily dismissed.

All members of the Imperial Star Navy, their behaviour, manner, and conduct reflect upon the Romulan Star Command. Whether they are participating in a lobby discussion, or even in game, their behaviour reflects upon the training that they have received, and upon the fleet in general. Members should not forget that their duty is to the fleet and that the pristine face that is the Romulan Star Command should never be marred by their actions.

At all times it is expected that members will behave in an honourable way. Inappropriate childish and immature behaviour will be dealt with by disciplinary measures. This doesn't mean that members are restricted from joking around, but when a situation is serious, they will act accordingly.

Equally, the Romulan Star Command will not tread lightly around any serious transgressions against our membership. Members of the Imperial Star Navy have the same rights as anyone to enjoy their time spent playing; individuals or groups of players attempting to disrupt this should be prepared - in advance - to accept all consequences of their actions.

Ranking
The Imperial Star Navy utilises a ranking system grading seniority and command within the STO Division. All members of the Romulan Star Command are enlisted as Sub-Lieutenants (erei'Arrains) upon entry to the fleet; once achieving the rank of Centurion, a member becomes commisioned allowing for the provision of additional leadership training, responsibility and the ability to hold vacant command positions.

Flag Officers (typically Admirals, Commanders) aside from their organisational duties, are often responsible for commanding flotillas or squadrons of vessels in combat situations involving an equal or superior enemy force. Senior Officers (Centurions, Sub-Commanders) are established core members of the Imperial Star Navy and are routinely trained to lead smaller squadrons in combat situations involving typical enemy forces. Junior Officers (Lieutenants, Sub-Lieutenants) are heavily involved in learning the latest strategies and tactics and are continually nurtured to hone their ability for the future.

Tal'Shiar
The Tal'Shiar forms one of the core institutions of the Romulan Star Command, and operates independantly of the Imperial Star Navy. Despite operating far and wide, the Tal'Shiar allocates considerable resources to the Imperial Star Navy and assists in safeguarding its interests. The information provided by the Tal'Shiar is used to plan the Imperial Star Navy’s military and strategic operations. It's Mission Statement and activities are not detailed here.
